Allow non-BDE members to use the note

nicomarg requested to merge non-BDE-members into main

The goal is to have other student associations be able to use the note, thus their members should be able to login.

  • add view rights to tres for aliases of members of the parent club
  • add view rights for users of the parent club
  • add view rights for any user to tres of a club with no parent
  • don't hide the transfer tab
